Peoria vs North Phoenix for Veteran Buyers: 85383 vs 85085
85383 and 85085 compared with drive miles to Luke AFB, how Maricopa property tax works, and what to check on the map.
People ask me to pick between Peoria and North Phoenix like one of them is the right personality. I made a video with that title, and in it I talk through commute, home styles, and new construction. I am not going to repeat the part where I sort people into who "should" live where. That is a preference, not a fact, and it does not belong in a housing article. Here is the version I can check: two ZIP codes, a drive to Luke Air Force Base, and a tax bill that depends on the address.
If you have orders to Luke, the on-base versus off-base decision and the neighborhood tour live in the PCS to Luke AFB housing guide. This page is the map check for 85383 and 85085.
The ZIP is not the city line
On November 2, 2026 I pulled the OpenStreetMap postcode points and ran them through the U.S. Census Bureau geocoder.
The 85085 point sits in North Gateway, and the Census geocoder places it inside the City of Phoenix, in Maricopa County. From that same point to The Shops at Norterra, the no-traffic driving route was 3.3 miles and about 8 minutes. That is one pin, not every house in the ZIP.
The 85383 point is also in Maricopa County. The Census geocoder returned a census tract and the county, and it did not return an incorporated city for that exact pin. OpenStreetMap labels Vistancia, a named place in Peoria, about 6.6 miles and 15 minutes of no-traffic driving from the 85383 pin. ZIP codes do not follow city limits. The city on your purchase contract is the city on the parcel. Look it up on the Maricopa County Assessor's map before you assume a ZIP means you are inside Peoria or inside Phoenix. Our Peoria page, the Peoria 85383 page, and the North Phoenix page are where I send people who want listings in those areas.
The two postcode pins are 14.9 miles apart, about 26 minutes with no traffic, on the same November 2 check.
The drive to Luke AFB
Luke Air Force Base is in Glendale. I measured a no-traffic driving route on OpenStreetMap's router, from each postcode pin to the OpenStreetMap point for the base.
Use those as a reference, not as your commute. Rush hour is longer. A house on the south edge of either ZIP is closer to the base than the pin I used. If the gate you actually use is not the point on the map, the minutes change again. Drive it, or have someone drive it, at the time of day you would leave for work.
I am not going to tell you which freeway you "should" live near. Write down where you have to be on a normal week: the base, a job site, the airport, a family member's house. Then look at which roads you would actually use. That is the whole commute decision.
Property tax is an address, not a ZIP
Arizona does not have one tax rate for a ZIP. The assessor sets a full cash value and a limited property value. For a primary residence, legal class 03, the Arizona Department of Revenue's 2026 table uses a 10 percent assessment ratio. The bill is a rate per $100 of assessed value, and the rate depends on the school district, the city, and the other districts on that parcel.
Maricopa County's 2026 tax-rate sheet has a row for each combination. Two rows, so you can see they are not "the 85085 rate" or "the 85383 rate":
A parcel in 85383 is not automatically the Peoria Unified row, and a parcel in 85085 is not automatically the Deer Valley row. Pull the area code for the address. The county note says the primary figure already includes the overlapping districts. Do not add a city rate on top. A service-connected disability exemption is a tax question for the county and a tax professional. I will not calculate it.
HOA dues are a document
A lot of newer subdivisions in both ZIPs have a homeowners association. Some have two. The dues, the rental rules, and what the association maintains are in the CC&Rs and the resale disclosure, not in a ZIP code stereotype. Ask for those documents before you write. On a new build, ask the sales office for the current dues and what they cover, and then read the same packet your lender will ask for. I do not publish a "typical" HOA dollar amount. It would be made up.
New construction shows up in both
Both areas have houses still being built and houses that have been there for years. I talk about that in the video. I am not turning it into a count of communities or a median price. I do not have a dated public MLS figure I will print, so prices stay out. The funding fee, the 4 percent concession cap, and the appraisal work the same on a new build in either ZIP.
What I would do with a weekend
If you can get to the house, drive it to the gate you would use, at the hour you would leave, and read the tax area code and the HOA packet for that address. The video can help you notice things. It should not make the decision.
FAQ
Is 85383 in Peoria?
People shop it as north Peoria, and OpenStreetMap places Vistancia in Peoria near that ZIP. The Census geocoder did not put the ZIP's mapped postcode point inside a city on November 2, 2026. Confirm the city on the parcel.
Is 85085 in Phoenix?
The Census geocoder placed the OpenStreetMap postcode point for 85085 inside the City of Phoenix. The ZIP can still touch more than one jurisdiction at the edges. Check the parcel.
Which ZIP is closer to Luke AFB?
On a no-traffic route measured November 2, 2026, the 85383 postcode pin was about 23 miles and 36 minutes from the base point. The 85085 pin was about 29 miles and 43 minutes. Your house will not match the pin.
Want me to map the drive from a specific house?
Send the address, or the community name if it is a new build. I will look at the city, the tax area, and the drive to the base with you. Call or text 602-554-8731, or reach us on the contact page.
Sources (as of November 2, 2026)
I left out median sale prices. I do not have a dated public MLS figure for either ZIP.
